Before advancing the measure, the panel amended it so it mirrors a House tailgating bill (HB1950) from Del. Alfonso Lopez, D-Arlington County. The Reeves bill was originally broader, also widening the minimum clearance when passing a bicycle from two to three feet.

The House panel stripped out that provision in hopes of improving the bill’s chances of passage in the full House.
