Delegate Alfonso Lopez argued that there's no rampant fraud, and the bill would discourage voting by those without IDs: "And while most folks won't have a problem with this bill, its real impact will be on the least of these: the impoverished, the elderly, and those living on the margins. How many of us know elderly folks in Virginia without driver's licenses, without birth certificates?
