Legislative Accomplishments

Alfonso has been extraordinarily effective throughout his first term representing the 49th District in Richmond.  Working across Party lines, while also staying true to our values, he has compiled one of the most impressive records for a Freshman House Member in the minority party in recent memory.  

  • Alfonso succeeded in passing legislation to create the Affordable Housing Trust Fund in Virginia

  • He passed legislation to ease congestion at polling places on Election Day. 

  • Alfonso made it easier to build more environmentally friendly vehicles in Virginia, reducing our dependence on fossil fuels. 

  • He successfully fought to preserve the funding for critical social safety-net programs such as the Arlington Free Clinic.

  • Alfonso led the fight to save funding for Child Advocacy Centers, which address the needs of child abuse victims across Virginia.

  • He introduced and helped pass legislation to expand Medicaid coverage to immigrant mothers for prenatal care.  

  • Alfonso introduced and helped pass legislation to strengthen the building codes for Virginia’s public buildings so they are more energy efficient and environmentally friendly

  • He introduced and helped pass legislation creating a Small Business Investment Grant Fund

  • Alfonso introduced and earned a major victory shepherding the Virginia DREAM Act further than it had ever gotten before in the House of Delegates – passing it unanimously out of Subcommittee and 17-4 out of the Full House Education Committee

  • Alfonso helped pass the first increase in dedicated transportation funding in over 27 years
